SUMMARY OF PROCEEDINGS OF THE
THIRD SESSION OF NWFP ASSEMBLY 2008
10TH OF April 2008
The 3rd session was summoned by the Governor for taking vote of confidence of the Assembly by the Chief Minister under Article 130(3) of the Constitution of Islamic Republic of Pakistan. The Speaker Mr. Kirmatullah Khan, occupied the Chair at 11.10 a.m. The meeting commenced with a recitation from the Holy Quran .Just after recitation, Mrs. Neghit Orakzai, MPA raised the issue regarding treatment met out with Arbab Ghulam Rahim, ex-Chief Minister of Sindh, and Dr.Sherafghan ex-Federal Minister Pir Sabir Shah MPA, and Mr.Akram Khan Durrani, MPA talked on the issue.

Mr.Speaker announced the following panel of Chairmen under Rule 14 of the Provincial Assembly of NWFP Procedure and Conduct of Business Rules 1988:-
Malik Tehmash Khan MPA.
Mr.Sabiqullah Khan Chamkani,MPA.
Mr.Pervez Khattak, MPA
Dr.Iqbal din MPA.
Mr. Speaker asked Barrister Arshad Abdullah Minister for Law and Parliamentary Affairs and Mr.Abdul Akbar Khan, MPA, to move their resolutions regarding vote of Confidence They moved that: “This House resolves that Mr.Amir Haidar Khan Hoti, Chief Minister, commands the confidence of the majority of the membership of the Assembly for the purposes of Article 130(3) of the Constitution of Islamic Republic of Pakistan 1973”. Mr Speaker put the resolution to the vote of the Assembly and ordered that those in favour of the resolution may stand in front of their seats. Mr Kifayatullah Khan Afridi, Additional Secretary counted the members in favour resolution. Non of the member present in the House opposed the resolution Mr. Speaker of the announced that according to the result of counting 111 members had favoured the resolution that Amir Haidar Khan Chief Minister commanded the confidence of the majority of the membership of the Assembly. The resolution was thus carried unanimously.
In his address to the House the Chief Minister thanked the members for reposing confidence in him and condemned the incident occurred in Karachi with Arbab Ghulam Rahim, ex Chief Minister of Sindh and Dr.Sherafgan ex Federal Minister . He interalia highlighted the issue of law and order confronted with this Province and said that every efforts would be made to resolve the issue through Jirgas to maintain peace and tranquility in the Province and using force would be the last option. In his speech he gave future plane of his government and issues to be addressed.
After completion of the proceedings for the vote of confidence in Chief Minister, the session stood prorogued as per order of the Governor.
