SUMMARY OF PROCEEDINGS OF THE 16th SESSION
Thursday 13th January, 2011

The proceedings of the House commenced with recitation from the Holy Quran followed by Urdu translation at 11:19 A.M. Mr. Kiramatullah Khan, Speaker, Provincial Assembly was in the Chair.

2. The House offered fateha for the departed soul of those shohadas who were martyred in the bomb blasts through out the Province.

QUESTIONS HOUR

3. The following questions relating to Comm : & Works, Local Government, Higher Education, Archives & Libraries, and Finance Departments were taken up by the August House:-

1. Question No.760 by Mr.Fazlullah, MPA was called and lapsed due to absence of the mover.
2. Question No.806 by Mst: Noor Sahar , MPA was called and lapsed due to absence of the mover.

PRIVILEGE MOTIONS

5. (a) Privilege Motion No. 127 by Malik Badshah Salih, MPA pertaining to disrespectful conduct by Mr.Zahid Mehmood, Custom official with the mover was moved and referred to Standing Committee No.1 on Procedure and Conduct of Business Rules, Privileges and Implementation of Government Assurances.

(b) Privilege Motion No. 128 by Mr. Naseer Muhammad Maidad Khel, MPA relating to provision of fabricated/falsified document by DCO, Laki Marwat to the Assembly was moved and defeated/dropped.

(c) Privilege Motion No. 129 by Mr. Isrrar Ullah Khan Gandapure, MPA pertaining to provision of fabricated document by the Health Department was moved and kept pending due to absence of Minister for Health.

CALL ATTENTION NOTICES

6. The following Call Attention Notices were taken up by the August House:-

(a) Call Attention Notice No. 430 by Mr. Isrrar Ullah Khan Gandapure, MPA pertaining to illegal possession of Rakzandani and Raqa Seed farms was moved and referred to Standing Committee No.5 on Agriculture, Livestock and Co-operation Department.

(b) Call Attention Notice No.447 by Syed Jafar Shah, MPA relating to Bee Keepers problems in Punjab was converted in to Resolution.

RESOLUTIONS
7. The following Resolutions were taken-up by the August House:-

(1) Resolution No.430 was moved and passed unanimously.
(2) Resolution No. 335 was lapsed due to absence of the mover and it deemed to have been withdrawn.
(3) Resolution No. 63 was lapsed due to absence of the mover and it deemed to have been withdrawn.
(4) Resolution No. 363 was moved and passed unanimously.
(5) Resolution No. 474 was moved and passed unanimously.
(6) Resolution by Mr. Jafer Shah, MPA with regard to bee keepers problems in Punjab was moved and passed unanimously

DISCUSSION ON ADJOURNMENT MOTION No. 230 MOVED BY Mr. KHUSHDIL KHAN ADVOCATE, DEPUTY SPEAKER ADMITTED UNDER RULE-73.

8. The House took Adjournment Motion No.230 by Mr. Khushdil Khan Advocate, Deputy Speaker, Provincial Assembly pertaining to frequent loadshedding in the Province admitted under rule- 73 of the Provincial Assembly Procedure and Conduct of Business Rules, 1988 for discussion, the following Hon’ble Members took part in the discussion:-

i) Mr. Khushdil Khan Advocate, Deputy Speaker.
ii) Mr. Abdul Akbar Khan, MPA.
iii) Mr. IsrrarUllah Khan Gandapure, MPA.
iv) Haji Qalandar Khan Lodhi, MPA.
v) Mst: Shazia Aurangzeb Khan,MPA.
vi) Mr. Ateef-ur-Rehman, MPA.

9. Mr. Ameer Haider Khan Hoti, Chief Minister Khyber Pakhtunkhwa during his winding up speech informed the House that gap between supply and demand was major reason of the excessive loadshedding, Wapda should control line losses and upgrade its distribution network. He urged federal Government to clear circular debts. He said that rental Power Projects had the capacity to fill the gap between supply and demand if Central Government ensured to pay dues in time. Moreover the previous Government did not make planning for future in energy sector that was why the nation had been facing worst loadshedding and the Federal Government would have to resolve energy issue at any cost and should initiate work on Bhasha and Munda dams at the earliest. He further informed that the issue of determination of tariff along with other relevant disputes have already been taken up in the Council of Common Interests for resolution. He announced that Mr. Speaker may intimate him names of the Members including Mr. Abdul Akbar Khan and Malik Qasim Khan Khattak Members Provincial Assembly and the rest of the Members may be nominated in consultation with the Leader of Opposition to take up the issue of loadshedding with the President and Prime Minister.
