The proceeding of the House commenced with recitation of the Holy Qura’an followed by Urdu translation at 11:00 A.M. Mr. Kiramatullah Khan, Speaker Provincial Assembly was in the Chair by the August House.

POINT OF ORDER.
4. a. Upon the point of order of Mufiti Kifayatullah, MPA regarding Karachi Target Killing, including the killing of Mr. Wali Khan Babar (Journalist) the Hon’ able Minister for Information presented a detailed statement in this regard, Mr. Bashir Ahmed Bilour, Senior Minister for Local Government Election & Rural Development, of Khyber Pukhyunkhwa, Mr. Akram Khan Duranni Honable Leader of Opposition, Mr. Wajid Ali Khan, Minister for Environment, and Mr. Abdul Akbar Khan, MPA has also condemned the target killing at Karachi.

b. Upon the motion of Dr Iqbal Din Fana, MPA regarding kidnapping of (TESCO) employees from Bannu, while they were on duty, he requested for immediate action in this regard, Mr. Bashir Ahmad Bilour, Senior Minister for Local Government Election & Rural Development, of Khyber Pakhtunkhwa, assured that the government will take up the issue with Governor of Khyber Pakhtunkhwa & Political Agent Khyber for immediate and safe recovery of employees. The Chair directed that this issue deserved special attention.

CALL ATTENTION NOTICES.

5. The following Call Attention Notices was taken by the House.

a. Call attention No 442 was moved by Mr. Shah Hussain Khan, MPA regarding non payment of Scholarship out of benevolent fund to the children of government employees, Hon able Minister for Law and Parliamentary affairs Mr. Arshad Abdullah replied brief statement that now the scholarship will be awarded on merit basis and amount has been double now.

b. Call attention No. 454 was moved by Mr. Jaffar Shah, regarding closer of developmental sachems in the Public Health and Engineering Department, Mr. Arshad Abdullah, the Hon able Minister for law assured that on identification of the schemes by the Hon able member the Department will be directed accordingly. The Hon able Speaker also directed that to sought out the solution in the presence of mover and Department Officers at earliest.

c. Call attention notice No 429 of Mufti Kiyfayatullah, MPA regarding separation of Executive and Teaching cadre in Elementary and Secondary Education, was converted by the Hon able Speaker to adjournment motion and admitted for detail discussion, the following Hon able members took part in discussion,(1) Mufti Kifayatullah,(2) Mr. Abdul Akbar Khan,(3) Mufti Syed Janan,(4) Mr. Israrullah Khan Gandapur, and (5) Mr. Saqibullah Khan Chamkani, Hon’ able Minister for Education windup the debate and brief the House on the said issue.

LEGISLATIVE BUSINESS.

6. a. Upon the motion of Mr. Arshad Abdullah Hon able Minister for Law and Parliamentary Affairs on behalf of Hon able Chief Minister moved for leave to consider the Khyber Pakhtunkhwa Government Servants Benevolent Fund (Amendment) Bill, 2011, permission was granted accordingly.

c. Mr. Saqibullah Khan, MPA withdraws his amendment on request of Hon able Minister for Law.
b. Upon the motion of Mr. Arshad Abdullah Hon able Minister for Law and Parliamentary Affairs on behalf of Hon able Chief Minister moved for passage the Khyber Pakhtunkhwa Government Servants Benevolent Fund (Amendment) Bill, 2011. The House unanimously passed the Khyber Pakhtunkhwa Government Servants Benevolent Fund (Amendment) Bill, 2011.
