SUMMARY OF PROCEEDINGS OF THE 16th SESSION

Thursday 10th February, 2011

The proceedings of the House commenced with recitation from the Holy Quran followed by its Urdu translation at 10:55 A.M. Mr. Khushdil Khan Advocate, Deputy Speaker, Provincial Assembly was in the Chair.

2. The House condemned suicide attack at Punjab Regiment Center, Mardan and offered fateha for the departed soul of those shohadas who were martyred in the attack.

QUESTIONS HOUR

3. The following questions relating to Home & Tribal Affairs Department were taken up by the August House:-

1. Question No.1052 by Mufti Syed Janan, MPA was called and replied with the direction that Government should paid the compensation with in 30 days to all victims and deceased families of the shohadas who were martyred in the terrorist activities etc.

2. Question No.1074 by Mr. Muhammad Ali Khan, MPA was called and lapsed due to absence of the mover.

3. Question No.1075 by Mufti Syed Janan, MPA was called and replied.

4. Question No.1076 by Mr. Abdul Sattar Khan, MPA was called and lapsed due to absence of the mover.

5. Question No.1082 by Mr. Muhammad Javid Abbasi, MPA was called and referred to Standing Committee No. 13 on Home & Tribal Affairs Department.

6. Question No.1146 by Mufti Syed Janan, MPA was called and replied.

7. Question No.1153 by Mst: Noor Sahar, MPA was called and lapsed due to non study by the mover.

8. Question No. 1157 by Mst: Noor Sahar, MPA was called and lapsed due to non study by the mover.

15. Question No.1275 by Syed Qalb-e-Hassan, MPA was called and replied with the assurance given by Minister Law, Parliamentary Affairs and Human Rights that an inquiry shall be conducted to know the factual position.

16 Question No. 1276 by Syed Qalb-e-Hassan, MPA was called and kept pending for two days with the direction to check the reply whether it is true or untrue.

17. Question No.1283 by Mr. Naseer Muhammad Maidad Khel, MPA was called and lapsed due to absence of the mover.

18. Question No.1284 by Mr. Naseer Muhammad Maidad Khel, MPA was called and lapsed due to absence of the mover.

19. Question Nos.1286 by Syed Qalb-e-Hassan, MPA was called and replied with the direction to provide complete detail of fugitives, thieves and robbers to the mover.

PRIVILEGE MOTION

4. (a) Privilege Motion moved by Mr. Ateef-ur-Rehman, MPA pertaining to misbehavior by Qazi Liaq, Director General, PDA with the mover was kept pending due to non provision of a copy of the same to the Local Government Department.

CALL ATTENTION NOTICES

5. The following Call Attention Notices were taken up by the August House:-

(a) Call Attention Notice No. 479 by Mr. Isrrar Ullah Khan Gandapure, MPA pertaining to non separation of H.M and S.S Cadres was moved and Sardar Hussain Babak Minister for Elementary & Secondary Education made a brief statement thereon.

(b) Call Attention Notice No.488 by Haji Qalandar Khan Lodhi, MPA relating to non promotion of Head Maters and Head Mistresses was moved and Sardar Hussain Babak Minister for Elementary & Secondary Education made a brief statement thereon.

RESOLUTIONS
6. The following Resolutions were taken-up by the August House:-

(1) Resolution No.468 was moved and passed unanimously.

(2) Joint Resolution No.440 was moved and passed unanimously.

(3) Resolution No.493 was moved and passed unanimously.

(4) Resolution No.336 was moved and passed unanimously with amendment.

(5) Resolution No. 473 was moved and passed unanimously.

7. Upon the motion of Mr. Abdul Akbar Khan, MPA /Chairman of the Standing Committee No.18 on Local Government, Elections and Rural Development Department, the House extended time for presentation of the report till date.

8. Mr. Abdul Akbar Khan, MPA/Chairman Standing Committee No.18 on Local Government, Elections and Rural Development presented the report of the said Committee in the House.

9. In continuation of discussion on Question No. 1306 moved by Mufti Syed Janan, MPA notice given by Mr. Abdul Akbar Khan and Mr. Israr Ullah Khan Gandapure, Members Provincial Assembly admitted under rule-48, the following Hon’ble Members took part:-

2) Mr. Israr Ullah Khan Gandapure, MPA

10. Mr. Ameer Haider Khan Hoti, Chief Minister, Khyber Pakhtunkhwa in his winding up speech informed the House that the Government would not interfere in the Public Service Commission’s Affairs to ensure transparency and merit in selection of candidates. He said that for appointment of Members of the Commission a Search Committee has been constituted whereas under the Constitution it was the prerogative of the Chief Executive to appoint members and Chairman of the Commission, but he voluntarily surrendered his powers to Search Committee. He said that amendment in the relevant law has already been discussed in the Cabinet meeting and a Committee under the Chairmanship of Minister Law has been constituted to revisit the said Law and propose recommendations and in near future a Bill will be introduced in this August House. He directed that Senior Parliamentarian Mr. Abdul Akbar Khan should also be included in the said Committee.
