Whereas, the Khyber Pakhtunkhwa is frontline province and is constantly facing the hardships in the wake of insurgency;

Whereas, due to insurgency and meager resources its industry and labourers are badly affected;

Whereas, after the 18th Amendment, the provinces are not yet self- sufficient in generation of funds for sustained development;

And whereas, the complete data of labourers working in each province has not yet been properly documented;

            Now, therefore, for amelioration of the down trodden labour class, particularly after superannuation, and conditions of the invalid insured persons, widows and orphans, the Provincial Government may unconditionally entrust to the Federal Government and its relevant institutions/officers, the functions under the Employees Old Age Benefits Act, 1976 and Workers’ Welfare Fund Ordinance, 1971 for payment of Old Age Pension and Workers’ Welfare Fund, as due to the minimal economic activities in the province it would not be possible to run the scheme effectively and discharge the constitutional liabilities accordingly;
