WHEREAS: – Article 161, clause (1), paragraph (b) of the Constitution of the Islamic Republic of Pakistan, provide that the net proceeds of the Federal duty of excise on oil levied at well-head and collected by the Federal Government, shall not from part of the Federal Consolidated Fund and shall be paid to the provinces in which the well-head of oil is situated;

AND WHEREAS: – The Federal Excise duty has not been paid by the Federal Government after the 18th Constitutional Amendment;

THEREFORE, This Assembly resolves that the Federal Excise duty on oil shall be paid to the provinces for their smooth running and development. This Assembly also resolves that the Federal Government shall constitute a Committee comprising of membership of concerned provinces to calculate arrears of the excise duty on oil which were not paid by the Federal Government.
